Your Rights as a CFSS, Participant in Minnesota

Every person receiving CFSS services has protected rights under Minnesota law. CarePath is committed to making sure you know them, understand them, and can exercise them at any time.

These rights are protected by Minnesota law.

The rights listed on this page are grounded in Minnesota Statutes and DHS CFSS program requirements. If you believe your rights have been violated, CarePath can help you understand your options. The Right to Self-Direction

Every person receiving CFSS services has protected rights under Minnesota law. CarePath is committed to making sure you know them, understand them, and can exercise them at any time.

Right 02

The Right to Choose Your Provider

You have the right to choose your CFSS service delivery model — Agency Model or Budget Model — and to change your choice if your needs or circumstances change.

Right 03

The Right to Informed Choice

You must be given clear, complete information about your CFSS options, rights, and responsibilities before making any decisions — in a language and format you can understand.

Right 04

The Right to Dignity and Respect

You have the right to be treated with dignity, respect, and courtesy by all CFSS consultants, support workers, and program staff at all times — without exception.

Right 05

The Right to File a Complaint

If you are unhappy with your services, your consultant, or any part of your CFSS experience, you have the right to file a complaint — without fear of retaliation or loss of services.

Right 06

The Right to Appeal Decisions

If your CFSS services are reduced, denied, or terminated, you have the right to appeal that decision through the Minnesota Department of Human Services fair hearing process.

Right 07

The Right to Language Access

You have the right to receive CFSS information and services in your preferred language, including the right to request a qualified interpreter at no cost to you.

Right 08

The Right to Be Free from Abuse

You have the right to be free from physical, emotional, sexual, and financial abuse, neglect, and exploitation by any support worker, consultant, or program staff.

Right 09

The Right to Community Inclusion

CFSS is designed to support your full participation in community life. You have the right to services that promote independence, community access, and the life of your choosing.
